RISA staff discussed with Minister of Technology on the fight against corruption using ICT
ICT as an enabler to Rwanda’s progress, it is seen as well to be a prominent tool in the fight against corruption in every sector within public and private institutions.
Corruption hinders progress that a country could make due to unlawful activities that results in delay of services and procedures.
Corruption has various formats, among others: money given to accomplish an illegal act or to refrain from accomplishing his/her duties, receiving or demanding undue or excessive money, abuse of position; the performance of or failure to perform an act, in violation of laws, by a public official in the discharge of his or her functions, for the purpose of obtaining an undue advantage.
“It is not fair to ask for stipends or other additional benefits for a service which was supposed to be given for free, as someone’s daily duty.” Honorable Jean de Dieu Rurangirwa, Minister of Information, Communication and Technology told both RISA and Ministry staff.
Honorable Minister highlighted that If ICT can help in the fight against corruption, it should be used to uproot this malpractice in the society.
ICT can play role in setting up control measures that give a lawful direction to all practices and fight undesired actions, which frequently lead to corruption within services.
Additionally, ICT would help to elaborate achievements from all sectors for beneficiaries to access facilities put in place to ease the access to required service, without any form of corruption.
